In his speech on the state of the EU, President Juncker defined the accepted strategy as a credible enlargement perspective for and enhanced EU engagement with the Western Balkans reaffirming the European future of the region as a geostrategic investment in a stable, strong and united Europe based on common values . The document outlines the main priorities and areas of joint co-operation to address the key challenges facing the Western Balkans, and in particular the need for major reforms and good neighboring relations.

Six major initiatives EU will undertake in the coming years supporting the efforts for transforming the Western Balkans into a region of mutual interest, namely strengthening the rule of law, enhanced cooperation on border security, expanding the energy EU including Western Balkans, lowering roaming levels, providing broadband access to the region.
